dcomcnfg crashes and "The Windows Installer Service Could Not Be Accessed"

Problem Description:

"Windows Installer: Preparing to install" appears and then disappears multiple times real quick without showing you what program it being configured.
msi preparing to install

You see message: The windows installer service could not be accessed.
install cannot be accessed

Errors in Event logs:
COM+ / DCOM error "80070005: InitEventCollector failed"

dcomcnfg crashes:
When you try to view DCOM settings for COM+ the MMC snap-in shows 0 computers and then crashes or closes immediately.

Solution:

Fix ntfs security settings on c:\windows\registration. Give administrators and system full control. Give uses and everyone read and execute:

registration folder security
