Visual Studio cannot build because director cannot be removed

Problem:

Visual Studio 2013/2015/2017 cannot build because directory cannot be removed. clean or rebuild of project does not help. folder name is: app.publish.

solution:

edit project settings > signing > uncheck "sign the clickonce manifests"

edit project settings > security> uncheck "enable clickone security settings"
