Setup Windows 10 1803 with a local user account

In previous releases of Windows 10 you could simply ignore the main option of signing in with your Microsoft account and fine the tiny link at the bottom for a local account.

Recently when I installed Windows 10 v1803 I noticed the setup experienced had changed. The local account option was gone. They kept moving it, but it was finally gone. I tried clicking everything. Then I found the solution:

If you disconnect your computer from the internet/network the screen changes and you can create a local account.

If the screen doesn't change immediately, try going back and forward a little.
