This is a new issue that has just come to my attention. Searching the internet with Google reveals that this issue is not uncommon. I've yet to find a good solution that does not involve removing SP3. I will update this article when I have more info.
Currently the best solution is to remove SP3 manually. To do this execute the .exe file in or near this location:
C:\Windows\$NtServicePackUninstall$\spuninst\spuninst.exe
